Details of the Organization
The Centre for Advanced Studies in Cyber Law and Artificial Intelligence (CASCA) is a specialised academic and research centre at Rajiv Gandhi National University of Law (RGNUL), Punjab, focused on advancing scholarship, policy discourse, and capacity-building in cyber law, artificial intelligence, and digital governance.
The competition is organised by CASCA, RGNUL, in collaboration with Shardul Amarchand Mangaldas & Co. (SAM), one of India’s leading full-service law firms.
Details of the MUN/Debate/Competition
The RGNUL–SAM Legislation Drafting Competition, 2026 is a two-round legislative drafting competition centred on the proposed Digital India Bill.
The competition seeks to promote engagement with legislative deliberation and advanced policy advocacy in areas including:
- Cyber Law
- Artificial Intelligence
- Intermediary Liability
- Internet of Things (IoT)
- Digital Governance in India
Participants will undertake a hands-on legislative drafting exercise and defend their draft legislation before an expert panel.

- Students from all colleges and universities
- Open to all disciplines, encouraging interdisciplinary participation

Registration and Application Details
- The competition is conducted in two rounds:
- Round I:
- Submissions reviewed by CASCA, RGNUL
- Shortlisted entries forwarded to Shardul Amarchand Mangaldas & Co.
- Seven teams will be shortlisted
- Round II:
- Shortlisted teams will be invited to the RGNUL campus
- Teams will present and defend their draft legislation
- Evaluation by a panel of legal luminaries and Partners at SAM
- Detailed rules, drafting format, and submission requirements are provided in the official brochure.
Awards
- The members of the top 2 teams shall be awarded with a 3-month apprenticeship/traineeship with SAM & Co. Policy Team.
- Certificate of Merit shall be given to the Top 5 teams.
- Certificate of Participation shall be given to all Participants.
